This resolution SUSPENDS the grant of allowance to the Cycling Pool effective January 31, 2011 until the leadership issue for Cycling Sport is resolved by the Philippine Olympic Committee (POC).

WORDINGS OF THE AMENDMENT AS MANDATED BY THE UCI.

1. The federations must manage their internal affairs with total independence and ensure that no third party interferes in their operations. They must remain autonomous and resist all political, religious and financial pressures which may infringe their commitment to abide by the Constitution of the UCI. Any external form of interference or attempt to interfere must be reported to the UCI.

2. Philcycling shall have an internal appointment system that ensures a complete independence of the national federation vis-à-vis third parties. In particular, the federations shall not allow governments and other public authorities to appoint members of the governing bodies of a federation. Any government representative who may be elected into the board of Directors shall automatically forfeit his voting rights in the Board, without however, the forfeiture of his voting rights in the general assembly in representation of his club where he is the Club’s authorized voting representative by himself or by proxy.

NOTE: failure to include the above provisions on the constitution shall make the federation liable for suspension.

ARTICLE II. Create new Section 11 and Section 12.

POC rendered its Minute Resolution

Uproar over the media has erupted on the despotic minute resolution handed by POC dated April 15, 2009.

The official response of Philcycling will be out shortly, considering that the Philcycling President is still on the Annual Convention of Free and Accepted Masons at Cagayan de Oro City.
